Equity in Contracting

Clifford wrote and managed the Equity in Contracting Program for the City of Tacoma. The process for developing the program included a disparity study, a community advisory committee, and multiple rounds of code revision with City management and elected officials. The program lead to millions of more dollars going to Minority & Women Owned Businesses (MWBEs, the Washington State designated program).

Local Employment & ApprenticeShip Training Program

Clifford designed improvements to the Local Employment & Apprenticeship Training Program (LEAP) that transformed the definition of “local” for the City of Tacoma in a way that included communities who had been gentrified out of the main City boundaries as well as economically poorer communities in the rural areas of Pierce County. This change opened access to jobs for considerably more people in the Tacoma and Pierce County community.
